In the first phase, lasting 12 - 15 months, the programme will focus on:

i. the development of critical reviews of information;

ii. the establishment of the Child and Adolescent Mental Health Network composed of institutions and advisers;

iii. the development of drafts of manuals and guidelines concerned with child mental health and the management of mental disorders in childhood;

iv. the establishment of alliances with international and national organizations relevant to the Programme's objectives.

In the second phase lasting 12-18 months the programme will focus on:

i. the translation and field testing of the manuals and guidelines;

ii. the trial application of comprehensive child mental health programmes in selected countries;

iii. the preparation of a policy-making conference involving health decision makers as well as experts in the field of mental health and various relevant organizations.


In the third phase lasting 6-9 months the programme will focus on:

i. the publication of the finalized manuals and guidelines;

ii. support to the introduction and wide application of manuals at country level;

iii. the conduct of a policy conference to present the products of the programme and to initiate the development of national child mental health programmes.
